EU-GCC Summit in Riyadh to Highlight Investment in AI and Clean Energy

The upcoming EU-Gulf Cooperation Council (GCC) Summit in Riyadh is set to focus on enhancing investment in artificial intelligence, digital infrastructure, clean energy, and advanced industries, marking a shift towards a more comprehensive economic partnership. Scheduled for October 24, the second EU-GCC Summit aims to bolster political and economic cooperation beyond the traditional trade relationships that have characterized past interactions.

Trade between the European Union and GCC countries reached €165.7 billion in 2025. However, both regions are now eyeing long-term investments and joint ventures as new avenues for collaboration. Artificial intelligence has emerged as a crucial area of potential cooperation, with discussions likely to encompass investments in data centers, cloud computing, high-performance computing, AI applications, and cybersecurity. This synergy could leverage the Gulf’s investment capacity and Europe’s expertise in research and technology.

Digital connectivity is another significant focus area, with potential cooperation extending beyond traditional transport and trade links to include telecommunications networks, data centers, cloud services, cybersecurity, and cross-border data infrastructure. In clean energy, priorities may include solar and wind power, green hydrogen, energy storage, smart grids, and emissions-reduction technologies, presenting opportunities for collaboration between Gulf investors and European tech companies.

The partnership could expand further into sectors such as advanced manufacturing, logistics, financial technology, healthcare technology, and industrial equipment. Such collaboration might lead to the creation of integrated value chains, with companies from both regions participating in various stages of production, financing, development, and distribution.

An EU-GCC free trade agreement remains a critical economic objective, with the European Union seeking improved market access and clearer trade and investment rules. Consultations with businesses, investors, and chambers of commerce are ongoing to assess the agreement’s potential economic impact.

For Saudi Arabia, this broader partnership aligns with the goals of Vision 2030, which include economic diversification, attracting investment, and developing non-oil industries. Both Saudi Arabia and the EU also support the India-Middle East-Europe Economic Corridor, which could enhance future cooperation in transport, energy, and digital infrastructure.

While the summit is expected to outline areas for future cooperation, no specific joint AI or technology investment projects have been formally announced yet. Instead, discussions are anticipated to focus on translating broader economic priorities into practical partnerships and investment opportunities. A business forum planned alongside the summit is expected to allow companies and investors to explore potential projects in AI, data centers, clean energy, logistics, advanced industries, and financing.
